SVCC Founding Members Made Visit to Dalian

In
November 2006, founding members and board members of SVCC were invited by
the Dalian Lushunkou Government to visit Dalian Lushun. On
November 20, the delegation members meet with Secretary Zhang Rongjie and
all levels of lead officials of
Lushun
government, conducting information exchange and dialogue between
government and business, and visiting a number of economic development
zones hosted by local government officials. The following days, the
delegation visited the Lushun Economic Development Zone, China Academy for
Sciences
Industrial Park
, and explore the potential areas for establishing a “Silicon Valley
Industrial Park” in Lushun. At the last dinner banquet
hosted by Secretary Zhang and governmental officials, a major agreement
was reached between SVCC and Lushunkou government. Sujian Guo, on behalf
of SVCC, and Xu Jinqian, on behalf of Lushunkou Government, signed an
agreement for further cooperation. The SVCC also entered an agreement by
signing a letter of intent for cooperation between SVCC and a local real
estate developer Sunshine Century Inc. to seek governmental favorable land
use policies and apply for a piece of land in 4 km2, including
high tech industrial park, residential, commercial, ocean front
entertainment, etc. The plan in the agreement was endorsed by the
Lushunkou government, and its implementation is in progress.
During the trip, we obtained the information through meetings with all
levels of government officials, observed sites by field trips to all main
development areas in Lushun, and explored mutual benefits and interests with Lushunkou government and
local entrepreneur. The agreement between SVCC and Lushunkou Government
include the following:

We shall
assist Lushun Government in establishing a “Silicon Valley
Industrial Park
” in Lushun

We will
help the local government to introduce projects and investments from
Silicon Valley into
Lushun
in spring 2007; we shall introduce first 10 projects into the “Silicon Valley
Industrial Park” in the near future.

The local
government will give the most favorable terms to Silicon Valley high tech
industrial investors, especially with a special treatment for the first 10
projects or those first introduced into Lushun;

Lushun
government will establish a mechanism (Bureau of Foreign Business and
Economy) to provide resource and institutional support to SVCC in its
effort to introduce projects and investors from Silicon Valley; provide
the information related to investment policy, environment, and procedures;
assist investors with local logistics support, labor market information
and promotion, and any other necessary support to help the new investors
successful.

Our goal is
to create a high tech industrial park featuring
U.S.
“Silicon Valley” and representing the most upfront, high value added, and environmental
amicable high tech and new industries.

The
industrial construction shall be phased in, with 10 projects and companies
proposed for the first phase.
