Local Government Cooperation and Contracting

 

My current research investigates the challenges of implementing, evaluating, and making changes to formal and informal interlocal partnerships.  I seek to test hypotheses on path-dependence in service production decisions, and the adoption of policy oversight mechanisms.  I am conducting a series of research interviews with city managers in California, and writing a series of comparative case studies on interlocal cooperation in California cities.  This material contributes to a draft book manuscript currently titled Cities and the Politics of Partnership.

I am interested in several additional topics ranging from policy diffusion in federal systems, to mayoral leadership and American Political Development, to the importance of competition in local and national elections.
