Local Government Collaboration Research

My research investigates the development of voluntary collaboration among units of local government.  I study how administrative and elected officials negotiate, implement and evaluate inter-local partnerships.  I also study how elected and administrative officials interact with one another and with citizens to solve policy problems.  To learn more about this work, see my research page.

Welcome to my personal homepage.  I am an assistant professor in the Public Administration Department at San Francisco State University.  I study intergovernmental relations and urban/local government.  This page provides information about my research and teaching.  If you have any questions, do not hesitate to contact me at zeem@sfsu.edu.

Students should check iLearn.sfsu.edu for regular class updates.
