BOOKS

Protest Is Not Enough: The Struggle of Blacks and Hispanics for Equality in Urban

Politics, with Dale Rogers Marshall and Rufus P. Browning. Berkeley: University of California

Press, 1984. The book describes the political mobilization of blacks and Latinos and its

consequences in ten Northern California cities from 1960 to 1979. It won two best book awards

in 1985 from the American Political Science Association: the Ralph J. Bunche Award for "the

best scholarly work exploring the phenomenon of ethnic and cultural pluralism", and the Gladys

M. Kammerer Award for the best book on national policy. This book is widely cited by other

researchers and has shaped the paradigm for research on racial politics since its publication.

My particular responsibility in the research for the book was theory building and development of

a qualitative model to compare and explain black and Latino political mobilization, political

incorporation, and governmental responsiveness, and change over time. A review in the

discipline’s premiere journal, the American Political Science Review, noted: "Another important

contribution is the complex, and at times brilliant, comparison of levels of incorporation and

causation between blacks and Hispanics."

Diverse scholars in political science and sociology have commented on Protest Is Not Enough:

Black Power with Stokely Carmichael (1967): "Decidedly an important work for students and

activists of urban politics--realistic and politically sophisticated."

Racial Politics in American Cities co-edited and co-authored with Rufus P. Browning and Dale Rogers Marshall. New York: Longman, 1990. Second edition: 1996. Third edition: 2003. We authored three chapters; others are original essays contributed by experts on one or more cities. The third edition contains much new material on immigration.
